 How to bench test a heater valve?

Any thoughts on how to do this?

The one in my car seems to be stuck on full heat no matter what position I try. I also have a couple of spares but wondered if it was possible to bench test them to see if they're any good?

The valve should open and close if you move the lever that the cable attaches to.
Also the adjuster thingy should move if you heat the bulb at the end of the thin copper tube.

To ensure it's not letting by, just put it in your mouth and suck, but keep the suction on for a while to make sure it's not letting by slowly.
